New Repository for In-tree to CSI Migration translation library

Hi Sig Storage CSI WG,

I am proposing to create a new repository in the "kubernetes-csi" github organization to house the translation library for in-tree to CSI Migration for Kubernetes.

The background and design for this can be found here: https://github.com/kubernetes/community/blob/master/contributors/design-proposals/storage/csi-migration.md

I propose that the name be: "kubernetes-csi-migration-library" but I am open to other suggestions.

This library will house the logic for converting between CSI Source and each In-tree Source and vice-versa.

SGTM, I'd suggest (if you did it already please ignore) that it is called just 'migration-library' since kubernetes-csi/kubernetes-csi-migration-library probably doesn't need the second `kubernetes-csi`.
