New Repository for External CSI Resizer

Hi Sig Storage CSI WG,

I am proposing to create a new repository in the "kubernetes-csi" github organization to house the external CSI resizer.

This repository is used to execute controller side expand operations for CSI volume.

The previous discussion mail list can be found here: https://drive.google.com/file/d/1M_GKSXNSedS5k3IWaCTtF9JFy9rkl8Qw/view?usp=sharing. As we discussed, we can create this repository  after the volume expansion proposal PR for CSI spec is merged and We propose that the repository's  name be: "external-resizer".

New external-resizer repo sounds good to me. Feel free to create an issue against kubernetes/orgs to get the repo created.
