CSI driver update process

I opened new issue for updating CSI drivers that use fuse daemons
https://github.com/kubernetes/kubernetes/issues/70013. I outlined more
details and solutions that failed in

I don't have a perfect solution yet. The best would be to find a
reliable and race-free way how to add toleration to pods that use a CSI
driver *before* they reach kubelet.

Any suggestion is greatly appreciated.
