PSP Replacement Breakout

Thanks all for the great discussion at last weeks PSP breakout session. For those who couldn't make it, you can find the notes & recording in the sig-auth agenda doc.

The PSP breakout session will be a recurring meeting for now, at the same time every other week. The next session will be Wednesday, February 24th at 1PM PST. For now we will limit PSP discussions to the breakout sessions.

I attempted to summarize and consolidate the goals & requirements we discussed in this doc: https://docs.google.com/document/d/1CFBiCS2vdqlVRTMm_0NUCK5v0yJG9aT4FcEc8DBqHto/edit?usp=sharing.
