Call for reviewers 2023

Hello kubefolx,

In SIG Scheduling, we would like to encourage our contributors to become reviewers. Being a reviewer is a good way to:

- Show your support for the project

- Learn the codebase deeply

- In the long term, build your influence in the SIG.

Note that in SIG Scheduling we split the responsibility between reviewers and approvers:

1. Approvers are not reviewers. The bot only automatically assigns reviewers to PRs.

2. In general, we require that PRs are first reviewed by a reviewer before being assigned to approvers. Hotfixes can still be directly reviewed and approved by approvers, depending on the urgency.

We encourage contributors to complete the requisites and nominate themselves to become reviewers. Note that the requisites state "primary reviewer" and "substantial PRs", which are up to the approvers to judge. That is, we will focus on quality more than quantity when considering candidates.
