[Exception request] KEP-4832: Asynchronous preemption in the scheduler

Hi team, I'd like to request an exception for KEP-4832 for the enhancement freeze.
  • Enhancement name: KEP-4832: Asynchronous preemption in the scheduler
  • Enhancement status (alpha/beta/stable): alpha
  • SIG: scheduling
  • k/enhancements repo issue #4832: https://github.com/kubernetes/enhancements/issues/4832
  • PR #’s: https://github.com/kubernetes/enhancements/pull/4833 (already merged)
  • Additional time needed (in days): 0. PR is merged a few hours later from the enhancement freeze. 
  • Reason this enhancement is critical for this milestone: The sig-scheduling considers the scheduling performance as critical, and wants to deliver this kind of performance enhancement as soon as possible.
  • Risks from adding code late: n/a It's for the enhancement freeze, and we'll try to add the code before the code freeze. 
  • Risks from cutting enhancement: One big performance improvement in a crucial path in scheduling would be delay.

Please allow me to make an additional excuse here. 
So, the KEP PR actually got approved by the SIG-Scheduling reviewer (Aldo Culquicondor) before the deadline (ref).
Also, we had already got a soft approval from PRR (Wojciech Tyczynski) before the deadline too (ref), 
and got official approval after a delay of a few hours (ref) straight away, without making any edits in KEP after the freeze.

So, it's just that the PRR reviewer tried to put an official approval after the final approval from SIG side, which led to a small delay for the PR to be merged because of the timezone difference.

 As PRR approver for it, I confirm that it's my fault and we shouldn't blame KEP authors for that.
The KEP is allready approved and merged, so we're not even asking for more time - we're just asking for approving for few hours delay due to timezone difference.
