SIG-Scheduling Contribution Guide

Hi sig-scheduling folks, we just published a new doc about the contribution guide specific to sig-scheduling, including like

1. How to contribute to the community
2. Where to start
3. Where can I learn about the kube-scheduler
4. Some best practices we think important

Hope it's useful to someone especially for the newcomers. Also, please follow the best practices listed in the doc as much as you can to make SIG-Scheduling a better community. Thanks a lot.

If anyone has any questions, please let us know. If you have other suggestions, don't be hesitate to open an issue or raise a PR.
