Stop building rc.0 releases together with official patch versions

Hey folks,

We have a WIP PR in place to stop building rc.0 versions together with
official patches:
https://github.com/kubernetes/release/pull/2765

The goal is to reduce the amount of artifacts to be published/promoted
and therefore speedup the release process. Please add your thoughts to
the PR if you think that the rc.0 for patch releases still is
valuable.

Setting a lazy consensus of 2 weeks (March 9) about this topic.

Thanks Sascha, I missed this OOO but a belated and very enthusiastic +1, this seems like a great trade-off to expedite releases.
