Refining the Release Team Selection Process

Hey kubies,

SIG Release is discussing right now how to improve the release team
selection process. It's not only about selecting the shadows, but also
covers making the team more stable, so that folks are encouraged to
contribute over a longer period of time. Increasing the set of stable
contributors to the SIG will help us in continuously improving our
processes and working towards resolving the action items from the
retrospectives.

If the discussion moves into a common consensus, then the resulting
process changes will be outlined in a KEP.
