Exception Request: Distroless Kubernetes Core Images

Hey Release Team!
We're roughly code-complete from a core image perspective already, as this work has already been done in previous cycles.
This exception is primarily for documentation work, namely:
- Enhancement name: Use distroless/static for Kubernetes Core Images
- Enhancement status (alpha/beta/stable): Beta
- SIG: Release
- k/enhancements repo issue #: https://github.com/kubernetes/enhancements/issues/1729
- PR #’s: https://github.com/kubernetes/kubernetes/issues/70249, https://github.com/kubernetes/kubernetes/issues/90698
- Additional time needed (in days): 0 (for changes to kubernetes/kubernetes)
We're roughly code-complete from a core image perspective already, as this work has already been done in previous cycles.
The work was initially started by Yuwen Ma and Tim Allclair, and subsequently handed off to SIG Release, as we own the production and maintenance of the base/core images via release process mechanics.
This exception is primarily for documentation work, namely:
- Updating / closing out existing issues
- Bringing the KEP current (implementation history, modifications to graduation criteria)
- Recognition of the multi-cycle work that has already been completed in 1.20 release comms
