Code freeze exception request for KEP 4639

Additional time needed (in calendar days): 1: this feature has the required labels, it just needs to pass tests and get the milestone. (I'm not even sure it needs an exception because it had the labels before the freeze, but filing one anyway)
Risks from adding code late: (to k8s stability, testing, etc.): Low: this is retargeting a beta KEP at beta, just turning it on by default
Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.) This KEP was formerly targeted at GA, but it needs to have a release being on by default first. Delaying this release will cause GA to slip an additional 2.
