Hi, release team. I'd like to request an exception to promote a new feature to kubernetes 1.24. This request could be avoided but for the continuously code conflicts around the deadline, which delayed the code approval.

The changes are straightforward and backward-compatible. APIs, implementations and tests bits have been thoroughly discussed. It's basically safe to be included ain 1.24.
