Kubernetes v1.32: an extra rc-2 release cut added.

Greetings,

We have added an additional release candidate cut to the release cycle [0]; this
decision was made to address two release blocking issues:

- Significant increase in etcd memory usage for 1.31 upgraded to 1.32 [1]
- 1.32.0-rc.0 kubelet fails to mount volumes from windows GCEPD CSI driver [2]

The fixes are already merged, but with less than one week to the planned release
day, it was determined that these changes made an additional rc cut
indispensable [3].

We are monitoring the evolution of things and will communicate any change in the
planned release date if it comes to that.
