SIG Release North Star Vision

Hey kubefolx,

We drafted the SIG Release North Star Vision (Roadmap) for 2021 and
beyond [0]. The overall goal of this vision is to align our work
within the SIG and outline a broader image of our future goals.
Surely, this vision will not work without the help of other SIGs as
well as the whole Kubernetes community itself.

I'm now kindly asking to take a moment to review the PR, add
suggestions or propose changes.

Hey kubefriends,

As an update, we merged [0] the roadmap into the main branch. This
means we will begin tracking its status in the next weeks, while
adaptations to the floating overall target will happen on the fly.
