Exception Request for KEP-4563

Hi, we would like to request an exception for the EvictionRequest KEP. The KEP has undergone multiple rounds of reviews, achieving a consensus. There are only a couple of minor comments left.

• Reason this enhancement is critical for this milestone:
• The Node Lifecycle WG has been intensely working on the EvictionRequest API over the past release. EvictionRequest previously missed the 1.35 milestone, which set back user adoption at end-user companies. Missing the release milestone again would shake confidence in the ability of the WG to deliver the feature and prevent users from achieving their pod and node maintenance goals.
• Risks from adding code late: (to k8s stability, testing, etc.)
• The only risk is decreased development time.
• Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.)
• Cutting the enhancement would materially delay the roadmap of the Node Lifecycle WG where multiple proposals intersect with and depend on the behaviour of the EvictionRequest API, such as Specialised Lifecycle Management, this would degrade the effectiveness of the WG as a whole.
