• Reason this enhancement is critical for this milestone:  Enables CSI drivers to dynamically adjust the maximum number of attachable volumes at runtime.
• Risks from adding code late: Low risk - no API changes, feature remains in Beta status, only enabling feature gate by default.

• Risks from cutting enhancement: Delays enabling a mature Beta feature by an additional 4 months, impacting users who need dynamic volume attachment limits.
