Exception request for: etcd Update to version 3.5.10

Hello Everyone,
I would like to make an exception for release 1.29.

Enhancement name: etcd: Update to version 3.5.10
Enhancement status (alpha/beta/stable): stable
SIG: sig-etcd
PR #’s: 121566
Additional time needed (in days): It's already merged to master branch
Reason this enhancement is critical for this milestone: kubernetes/kubernetes is already vendoring etcd version 3.5.10 also please check the Slack conversation here: https://kubernetes.slack.com/archives/C3HD8ARJ5/p1698913361887569 
Risks from adding code late: (to k8s stability, testing, etc.) very little risk 
Risks from cutting enhancement: missing out on the fixes from the etcd release check here: https://github.com/etcd-io/etcd/blob/main/CHANGELOG/CHANGELOG-3.5.md

Hello all,

Per the linked discussion in slack (https://kubernetes.slack.com/archives/C3HD8ARJ5/p1698913361887569), the release team is APPROVING this exception request. 

The Release Milestone (v1.29) was already applied to the PR after the slack discussion and the changes are merged now, so no additional time is required.
