[URGENT][BLOCKER] Sweep and adjust Stat/Lstat/EvalSymlinks to go 1.23 behavior on Windows

Folks,

Please bump up the urgency/priority of fixing problems outlined in:
https://github.com/kubernetes/kubernetes/issues/129084

Additional context see https://github.com/kubernetes/kubernetes/pull/129083 

We need to get to golang 1.24 ASAP! and the above mentioned issue is in the way.
See https://github.com/kubernetes/kubernetes/pull/129688 for the golang update.

See note from Jordan in the issue calling for warroom/standup to get this done!!!

This is now actively blocking update to go 1.24... resolution needs to happen as top priority, ahead of any features storage or windows are working on for 1.33. I would recommend synchronous meetings to work through review and updates with high bandwidth and drive to completion ~today

Looking for the SIG chairs and Tech Leads for sig-storage and sig-windows to lead the way here and drive this to completion!
