Reason this enhancement is critical for this milestone:

* This feature has been in discussions since Feb 2020. The more we delay this feature, it becomes difficult to support new features being added in every release.

* It is important to unblock AI/ML use cases since these workloads have highly variable resource demands in different stages.

Risks from adding code late: (to k8s stability, testing, etc.)

Low Risk. The alpha phase will add new fields in podSpec and the feature will be guarded by a feature gate.

Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.)

Further delay in making this feature available for AI/ML use cases.
