Exception for #126240 and #126242: Update etcd to the latest v3.5.15

Hi, sig-release,

I would like to request an Exception for #126240 and #126242: Update etcd to the latest v3.5.15.

The etcd v3.5.15 includes a fix for a critical CVE and some bug fixes. Given the impending code freeze for Kubernetes, I believe it is crucial to update to the latest etcd patch to ensure the security and stability of the release.
