[RFC] Proposing Jorge Alarcon Ochoa and Sascha Grunert as SIG Release Technical Leads

Hey SIG Release,

For those of you that were at KubeCon San Diego, you may recall an informal discussion I started about SIG Release leadership.
The big question for SIG Release members was, "If you could pick a few people to add to the leadership roster, who would they be?".

Some of the qualities that come to mind for me: those that have had steady contribution to the SIG, of increasing complexity, and go well outside of any designated role to improve our internal processes, as well as how we collaborate across the project.

I discussed this with Tim and decided to wait on making any decisions or starting a much wider discussion.
At the time, I felt that we [sh|w]ould not have to search for these candidates; that they would present themselves, based on the impact they've had in the SIG.

Reflecting on the last few quarters, two people have presented themselves: Jorge Alarcon Ochoa and Sascha Grunert

Their work on Release Team/CI Signal and Release Engineering, respectively, has been critical to SIG Release and I'd like to propose we bring these fine folx on as SIG Release Technical Leads.

I'll be discussing this at tomorrow's meeting, but I did want to get a thread going so we can illicit +1s in the meantime.
Let's set a lazy consensus timeout for Thursday, June 15 at 4pm US Eastern.
