Reason this enhancement is critical for this milestone: GKE use case of scaling up/down system daemons non-disruptively needs this feature
Risks from adding code late: (to k8s stability, testing, etc.) Feature-gate limits risk. No new feature code addition planned. But, we need some extra time for one more review. And we need to debug the newly added CI test job that's not working. Overall risk: Low.
Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.): Many use cases blocked.
