[ATTENTION] 1.22 Release Schedule

Hi Everyone,

Hope all is well. The release team has started putting together the schedule for the 1.22 release cycle. Following the changes proposed in the release cadence KEP, we have made few changes to the schedule, starting with extending the cycle length to 15 weeks. Some of the other notable changes include the following,

1. Code freeze deadline extended by a week allowing for 6 weeks of development time.

2. Test freeze deadline reduced by a week.

If you have any feedback or comments, please add them to this PR. We would like to have this PR merged by Friday 5 PM EST.
