Hello,

Please review the below exception request. The code has been fairly well reviewed and has changed very little in several weeks - changes are due to rebasing with exception of scheduler-focussed E2E test that is nearly complete. The delays are due to very limited reviewer bandwidth and vacation schedules.

Risks from adding code late: (to k8s stability, testing, etc.) Featuregate limits risk, but there is medium risk to testing.

Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.) Many use cases are blocked, criticality is unknown.
