Keeps feature on track for GA

> Risks from adding code late: (to k8s stability, testing, etc.)
Minimal -- due to turning the feature gate on by default for a feature
already in beta (which arguably should've been enabled by default when
it went beta). The feature is mostly covered by test buckets that have
passed without issue for several releases now, and this KEP highlights
small testing areas nec. to cover the rest of known code paths (code
commits are ready as well and already passing.)

Medium -- canceling will delay proper beta enablement, and further
delay the GA of this feature originally scheduled for v1.25 now
proposed in this KEP to move to v1.27 (due to required feedback window
for defaulting the gate on, originally scheduled for v1.24).
