1.26 Feature blog opt-in

Following up on a previous Slack thread,  I’m checking in from the 1.26 Release Comms team. 

There's an opt-in process for feature blog delivery. If your SIG wishes to publish a feature blog for some of the enhancements tracked for this cycle, please opt-in by submitting a placeholder PR to kubernetes/website
