Minimal -- this extension is to merge the KEP, so the code implementing this feature will still go in before code freeze

> Risks from cutting enhancement: (partial implementation, critical customer usecase, etc.)
Medium -- Uses cases that need faster probes (Knative, for example) won't be supported
