Kubelet structured log migration complete

With the merging of https://github.com/kubernetes/kubernetes/pull/100320 the Kubelet structured log migration can now be considered complete.

I have closed the tracking project: https://github.com/orgs/kubernetes/projects/53

We reviewed and merged a total of 61 PRs in k/k. Thanks to everyone who assisted with this effort, including many first-time contributors to Kubernetes!

If you are interested in continuing to help out, SIG Instrumentation is looking for contributors to form a Logging Working Group to manage the rest of the migration in future releases.
