SIG Network subprojects leadership updates

Hello SIG Network and Kubernetes community,

Today we merged an update to our SIG Network subprojects leaders list
https://github.com/kubernetes/community/pull/8651.

A huge thanks to Mattia Lavacca, Andrew Stoycos and Yang Ding for all
their great work and dedication leading these important SIG Network
subprojects.

Congratulations to Lionel Jouin, Nadia Pinaeva and Surya Seetharaman
for a well deserved recognition. They've been doing an amazing job all
this time, and this change simply reflects that reality.
