Request for new repository kubernetes-sigs/gwctl

Hello everyone,

For the past several months, members of the Gateway API community have been actively developing a dedicated CLI tool for the Gateway API. While still in its early stages, the initial bootstrapping and development for this project has taken place within the existing Gateway API repository.

With the growing number of contributors and the need for an independent release cadence, we believe that establishing a separate repository for this tooling would help with some of these aspects. This proposal was discussed during the Gateway API community meeting on August 27th, 2024, and received general acceptance from the attendees and maintainers.

I'd like to formally request the creation of a new repository kubernetes-sigs/gwctl to support the future development of this CLI tool. As per guidance from https://www.kubernetes.dev/resources/services/#repo-requests, I've also created the relevant issue at https://github.com/kubernetes/org/issues/5121.

+1 from me. We've discussed with other Gateway API maintainers and we're all on board with this transition.
