Request for new repository - kubernetes-sigs/nat64

Hello everyone,

On the last SIG network meeting on Dec 5, I presented a demo of a project that solves NAT64 problem through standalone daemonset deployment. I have a proposal to move this project to a new repository under kubernetes-sigs (https://github.com/kubernetes-sigs/nat64).

Project: https://github.com/siwiutki/nat64

Project presents a working prototype for NAT64 for UDP, TCP and ICMP. There is a lot of space for improvement, primarily in testing area, but also with metrics, configurability, potentially protocol completeness and more.

Please let me know your thoughts and if you have any feedback regarding that. With enough interest and support, I'll be happy to open an issue on https://github.com/kubernetes/org to request this repository.

Once created, this will fall into the `pod-networking` subproject https://github.com/kubernetes/community/blob/17cb6bc5979610589638e7cc3193cbaa5bd3d8e4/sigs.yaml#L2373-L2377
