Proposal: Promote @ntnn (Nelo) to multicluster-runtime Maintainer

I would like to formally propose promoting @ntnn (Nelo) to a maintainer for the multicluster-runtime* project.

Nelo has been doing a fantastic job over the last few releases, consistently delivering high-quality contributions and helping drive the project forward.
