Stepping down from SIG Instrumentation Chair role

Hey Folks,

I am considering stepping down from the SIG Instrumentation Chair role. As my role at Google has changed in the last year, I don't have as much time for SIG Instrumentation contributions as I'd like to have.

I'd like to propose Marek Siarkowicz (@serathius) as the new Chair. He's contributed significantly during the last a few months and showed great leadership there:
- Led Structured Logging effort, which is a new strategic investment from our SIG (KEP#1367)
- Stepped up as metrics-server main maintainer, which includes a lot of grungy work on triaging issues, bootstrapping an effort to improve its supportability and onboarding new contributors.
- Significantly contributed to Metrics Overhaul effort, e.g. by designing and implementing the validation part (KEP#1169).
- Became a very active reviewer of PRs.

I'm more than sure that he will be a great leader. If anyone has any objections, please speak up (either on this thread or privately to Frederick and/or me). If you support this candidate please express your support here as well.

Let's discuss this proposal during tomorrow's SIG Instrumentation meeting and make the decision then.

+1 to @serathius as SIG Instrumentation chair!

If he is unavailable or would prefer a TL role (given his extensive technical contributions documented below), I'd also suggest @logicalhan as a great candidate for the role.
