Starting discussion on a proposal for control-plane metrics stability

As discussed in the last sig-instrumentation, I have drafted thoughts (Kubernetes Control-Plane Metric Stability) on how we could introduce a mechanism into kubernetes which will help us enforce a policy around metric stability. Sorry for the rough edges in the draft, I wanted to give people enough time to read/comment on it prior to the next sig meeting. Happy to discuss here, offline, or in the doc, if you have concerns or general feedback on it.

As a follow-up for the discussion from the last sig-instrumentation meeting, here is a PR for the provisional KEP. Again, I am happy to discuss here, offline, or on github any aspects of the proposal, if you have concerns or just general feedback on it. Also happy to collaborate on the KEP with anyone if they'd like to contribute to it :)
