Katacoda scenario for upstream contributors

Hi folks,

We have been working on this issue https://github.com/kubernetes/community/issues/5576 and have now come up with this scenario, which at present is hosted using my personal GitHub repository.

It would be better if Kubernetes has its own repository to host katacoda scenarios like this so that in the future if anyone wants to add on/edit this it would be easier. Also since this katacoda scenario is meant for the upstream contributors so I think it's appropriate to have them under k8s-sigs org.
Need help regarding this and the process involved around this.
