Kube SIG Docs localization meetings will always be held at 15:00 UTC

Hi Everyone,

We had some confusion regarding the time of the last SIG Docs localization meeting.  Going forward the meeting will always be at 15:00 UTC.  The SIG Docs calendar has been updated to use UTC for this meeting.  Hopefully that will remove the confusion.  Our next meeting will be Monday 12/7.
