FYI: your lifecycle/frozen PRs are getting thawed

Greetings from one of your friendly GitHub Admins!

PRs with the `lifecycle/frozen` label have typically aged way out of relevance and are extremely difficult to rebase.  As of March 2021, we altered the prow lifecycle plugin to prevent the addition of `lifecycle/frozen` to PRs [1]

We're now setting up a k8s-triage-robot job to do the same thing, for PRs that had this label applied previously, or are getting it applied through some other means [2]

If you have Opinions on `lifecycle/foo` labels and how they could be used more effectively, please checkout the issue on restricting their use [3], the issue on aging issues out [4], or the issue triage guidelines [5]
