[RFC] VMSS (Virtual Machine Scale Sets) in Cluster API Azure

Hey folks,

Cecile Robert-Michon and Juan-Lee Pang at Microsoft have put together a proposal[1] for leveraging Azure VMSS (Virtual Machine Scale Sets) in Cluster API Azure.

If you have opinions/requirements on/for that, please comment on the proposal.

There is also a tracking issue[2] in the capz repo that you may want to subscribe to.
