CAPV temporary code freeze after 1st of August

Hi all,
Due to some unexpected delay in moving vSphere jobs to the community cluster, the 1st of August the CAPV project will start a temporary code freeze that will last until CI signal is back to normal.
While the temporary code freeze is in place, maintainers have the chance to merge PRs, but this requires manual testing and thus activity will be limited / PRs might be deferred.
Temporary code freeze is not expected to impact the CAPV 1.11 release planned immediately after Kubernetes 1.31 GA date.
