[sig-cloud-provider] Extraction/Migration subproject new meeting time

Hi Everyone,

I'd like to propose some new meeting times for the extraction/migration subproject meeting to better accommodate folks in other timezones:

1. Thursdays Biweekly 9:00am PT - 9:30am PT

2. Thursdays Biweekly 9:30am PT - 10:00am PT

Please let me know what you prefer or feel free to propose a different time.
