Reason this enhancement is critical for this milestone: Accelerate the cloud provider project by signaling that the components required to complete the migration are stable and ready for production use
Risks from adding code late: None. The feature is unchanged since beta, the GA work was focused on expanding test coverage.
Risks from cutting enhancement: Potential negative impact to pace of cloud provider migration

Additional notes:  All PRs had been lgtm'd and approved by SIG leads before deadline but there were additional approvals missing. Those approvals have now been granted so the only thing that needs to happen is allow the feature into 1.24 and let the (above mentioned) PRs stay in the milestone.

Update: the graduation PR #109072 was merged. The v1 API #108016 was approved and only missing the milestone.
