SIG Cloud Provider leadership update

On behalf of the current SIG Cloud Provider leadership (Michael McCune, Walter Fender, and myself), we're proposing the following change to the leadership roles:

Joel Speed is being nominated as a technical lead, as discussed at the April 23, 2025 SIG Cloud Provider meeting. He has been active in SIG Cloud Provider for about four years, bringing detailed and helpful insights.

Joel has driven much of the nuanced troubleshooting and issue resolution around the move from in-tree to out-of-tree for cloud providers, and in his new role as technical lead, will continue helping this SIG through essential upcoming work including test improvements.

(No other leadership changes; Michael McCune will stay as a co-chair and technical lead, Bridget Kromhout will stay as co-chair, and Walter Fender will stay as a technical lead.)

Lazy consensus deadline for this proposal is in a week - May 12th, 2025.
