Proposal: Deprecate the usage of NoOptDefVal on flags

Hi all,

As suggested by Sean, I'm bringing this discussion to our mailing list. I would like to propose the deprecation of NoOptDefVal from Cobra/pflag on kubectl.

There is some reasoning on https://github.com/kubernetes/kubectl/issues/1442 but the major one is to avoid usage confusions on kubectl. The existence of a flag that can be a mix of bool and strings brings some confusions on defaults :)

I will try to remember to bring this to our next meeting, but would like also to already have some eyes on it.
