kubectl delete: Add interactive(-i) flag

Hi,

Could you please take a look at this proposed KEP https://github.com/kubernetes/enhancements/pull/3896 and give feedback? 

This is an another attempt of the previous https://github.com/kubernetes/enhancements/pull/2777 KEP but this time, scope is narrowed down to only adding interactive flag to kubectl delete.
