Reason this enhancement is critical for this milestone: NLB feature have been alpha since v1.9. The code and API quality is already ready for beta, and there have been massive customer demand for announce beta support for it.

Risks from adding code late: code will not be late

Risks from cutting enhancement: waste another release cycle
