Dedicated vertical-pod-autoscaler slack channel

Hello sig-autoscaling,

There is a new channel in slack, dedicated to the vertical-pod-autoscaler: https://kubernetes.slack.com/messages/vertical-pod-autoscaler

Given the broad nature of the sig-autoscaling channel, I propose that we redirect VPA-related conversations to this new channel.
