I had a look at the Feature Gates that I know about for autoscaling,
and HPAScaleToZero is a concern.
It seems that it's been Alpha since 1.16.

There's an open KEP: https://github.com/kubernetes/enhancements/issues/2021

I plan to try push this one forward.
