Hello Autoscaling folks,

As we approach closer to KEP freeze deadline, I would really appreciate a review of the - https://github.com/kubernetes/enhancements/pull/5031 proposal.

We missed the deadline last time, but I believe we have all the necessary pieces captured in the KEP this time around and I would really like to get an alpha implementation going in v1.35.
