Request for new repo: sigs.k8s.io/referencegrant-poc

Hey Everyone,

As we've been working to upstream ReferenceGrant with a new set of SIG-Auth APIs, it's become clear that it would be useful to have a POC that did the following:

1. Defined the proposed APIs as CRDs

2. Implemented them as a custom authorizer

3. Provided some end-to-end examples for people to experiment with this model

This has been discussed at several meetings and API review sessions, and I believe we have consensus to move forward with a new repo owned by sig-auth for this purpose. If we can get a formal signoff on this here, I'll create a corresponding issue in k/org to kick off the process.

Also, if anyone is interested in helping with this project, we could always use the extra help.
