Requesting approval for a new staging repo (externaljwt)

Hi All,

I am following stated steps to request approval for adding a new repository in `kubernetes/kubernets`. The repo will define api and plugins for external JWT signing. It is along the lines of implementation for KEP 740

Please let me know if any additional details are required.

What is the name for the new repo? I am assuming you meant kubernetes github org? Can you please share why it cannot be under kubernetes-sigs?

The repo will hold proto type definitions for an API used by kube-apiserver (~identical to https://github.com/kubernetes/kms and https://github.com/kubernetes/cri-api)

It has to be a staging repo, so kubernetes/* makes sense for symmetry.

+1 to a tiny targeted repo so external implementers can get the proto types without pulling in a ton of external dependencies, for pretty much exactly the reasons described in https://github.com/kubernetes/org/issues/3630

Sorry, I missed the "staging" part in the subject line. makes sense. kubernetes/externaljwt makes sense to me.
